The most dangerous loan
is the one you never took

Alashfinans TOO is based on Chokan Valikhanov Street in Semey. This page is not mainly about our own lending. It is about a problem that reaches far more people than any single lender: credit taken out in somebody's name, using their data, without their knowledge.

It happens through stolen documents, a photograph sent to the wrong person, an electronic signature handed over "just for a moment". The first the victim hears of it is a call about arrears on a loan they never saw.

There is now a free state service that blocks it in advance, and far fewer people use it than should.

A voluntary ban on credit, in your own name

Kazakhstan offers a state service through the eGov portal and the eGov mobile app called the voluntary refusal to obtain bank loans and microcredits. Once set, the mark appears in your credit history, and a lender checking the credit bureau sees it before deciding.

It was built by the state services committee together with the First Credit Bureau and the national information technology operator, and since September 2024 it can be set without a time limit and lifted by you whenever you choose.

It is free through eGov. A similar service is available from the credit bureau on a paid basis. If anybody asks you for money to set up a credit ban, the request itself is the fraud.

What happens if a lender ignores it

This is the part that makes the service more than a request. From 1 September 2024, legislative amendments oblige banks and microfinance organisations to write off the debt on a loan issued while the borrower's credit history showed a voluntary refusal.

The lender sees the markIt appears when the lender requests your data from the credit bureau, before a decision.
It is not an absolute wallThe eGov service itself says it greatly limits third-party borrowing but does not fully guarantee no loan is issued. The lender decides.
But the risk moves to the lenderA loan issued despite the mark is one the lender is required to write off. That changes the incentive entirely.

For a lender like us the consequence is simple and we state it plainly: if your credit history carries a voluntary refusal, we do not lend to you, and we do not ask you to lift it. Lifting it is a decision you make yourself, on eGov, at a time of your choosing.

The scams built around it03

Fraudsters adapted within weeks

A protection this useful attracted its own schemes almost immediately. All of them depend on one thing: getting you to act quickly on a call or a message you did not expect.

  • "A loan has just been applied for in your name"A caller posing as bank staff reports an application in your name and asks for a code, a transfer to a "safe account", or remote access to your phone to stop it. The call is the attack.
  • "We will set up the ban for you"Only you can apply, through eGov, with your own signature. Anyone offering to do it for you wants your signature and your documents, which is exactly what the ban exists to protect.
  • "Your ban is blocking a refund — lift it now"No legitimate process requires you to remove your own protection on instruction from a caller. If you ever lift it, do it yourself, on eGov, when you have decided to.
  • "Pay a fee and the loan arrives today"Advance-fee fraud in its oldest form. No legitimate lender requires payment before a loan is issued.
The rule that covers all of them: hang up, and call the bank or organisation back yourself on a number you found independently. A genuine institution will not mind. A fraudster cannot follow you to the real number.

A loan you did not take is on your record

    Get your credit historySee exactly which loans are recorded, with which lenders and on which dates. You cannot dispute what you have not seen.
  • 2
    Contact each lender in writingState that you did not apply for the loan and request the documents on which it was issued. Keep copies of everything you send and receive.
  • 3
    Report it to the policeCredit taken in your name is a crime against you. A report creates the record that later disputes depend on.
  • 4
    Set the voluntary refusal immediatelySo that whoever used your data once cannot do it again while the first matter is being resolved.
  • 5
    Take advice if a lender will not engageThe financial regulator accepts complaints about financial organisations. Legal advice is worth having where sums are significant.

What we do, and how

We provide small loans to individuals and to small businesses in Semey and the surrounding region. Before approving anything we check your credit history, and three things follow from that check automatically.

  • A voluntary refusal means no loanWithout exception, and without any suggestion from us that you lift it.
  • Existing debt burden is assessedIf the payments you already make leave no realistic room for another, we decline rather than add to the problem.
  • Terms in writing before signatureAmount, the annual effective rate, the schedule and the total repayable. No rate is published on this site because any single figure would be wrong for most readers.
What we never do: ask for a payment before a loan is issued, accept documents or signatures from anyone other than the borrower, or lend to someone on behalf of somebody else.

i.Does the ban affect loans I already have?

No. It concerns applications for new credit. Existing loans continue on their terms and should be paid as agreed.

ii.I want to borrow later. Is the ban permanent?

Only for as long as you keep it. You can lift it yourself on eGov whenever you decide to, then apply for credit. Lift it deliberately, on your own initiative — never because a caller told you to.

iii.Someone asked for my ID photo to "verify" me for a loan.

Refuse. A photograph of you with your identity document is one of the most useful things a fraudster can obtain. Legitimate verification happens through proper channels, not through a stranger's messaging app.

iv.How do I check that a lender is licensed?

Microfinance organisations in Kazakhstan are licensed by the financial market regulator, which publishes the register. Look up the exact company name yourself. Do not rely on a licence number shown in an advertisement or a message, including anything on this page.

v.What if I cannot make a payment?

Contact the lender before the payment is missed rather than after. Options are considerably wider while an account is current. If any lender or collector threatens or harasses you, that is a matter for the police.
